I submitted a Premium Bank Wire at 2009-11-18 15:25:44 (Yesterday at 3:25), and its in my bank account right now...less than 24 hours later  . Looks like its still safe for some banks. |

They are implementing these rules effective today Nov 18th.
I find it hard to believe they can implement it 2 weeks before its due.
