The UIGA was included in the final passage of H.R. 4954, the "Port Security Improvement Act of 2006," and was signed into law (P.L. 109-347) by President Bush on October 13, 2006.
I support placing a ban on internet gambling, and I supported the final passage of this bill. The National Gambling Impact Study Commission documented, and Senate and House hearings confirmed, that internet gambling was growing at an explosive rate. Because the internet can be used anonymously, the danger existed that access to internet gambling would be abused by underage children. In most instances, a would-be gambler merely needed to fill out a registration form in order to play. Most sites relied on the registrant to disclose his or her correct age and the sites made little or not attempt to verify the accuracy of the information. Underage gamblers could easily use their parents' credit cards or even their own credit and debit cards to register and set up accounts.
While I believe P.L 109-347 is a good law intended to protect children and reduce crime, I do understand the concerns of many internet poker players who will be affected by this new law. Should legislation regarding a poker "skill game exemption" come before the Senate for debate, I will give your views consideration. |
I e-mailed back and suggested that we ban cigarrettes, alcohol, and all medication. These are much more abused by children than online poker, and are accessed much the same way.

As you already know, President Bush signed into law H.R. 4954, the SAFE Port Act, on October 13, 2006. Section 802 of the SAFE Port Act included the language of the Unlawful Internet Gambling Enforcement Act of 2006 that made online gambling illegal across the board, in order to cut off the flow of revenue to unlawful Internet gambling business.
Representative Barney Frank (D-MA) introduced H.R. 2267, the Internet Gambling Regulation, Consumer Protection, and Enforcement Act on May 6, 2009. If enacted, this bill would amend federal law governing monetary transactions to establish an Internet Gambling Licensing Program to provide requirements for the licensing of Internet betting or wagering. H.R. 2267 was referred to the House Committees on Energy and Commerce, Financial Services, and the Judiciary, where it awaits further action.
As you may know, thanks to new innovations in technology people can use cash and credit cards over the Internet with limited risk of fraud and identity theft. Due to the ease of monetary transactions over the Internet, online gambling has become a serious interstate commerce issue. Therefore, without a federal statute, it is difficult to uphold the laws of some states that choose to outlaw gambling when Internet gambling transactions originate from states that allow gambling. As a Member of the Energy and Commerce Committee, please know that I will keep this principle - as well as your thoughts - in mind should the full Committee vote on H.R. 2267.

That's horribly misinformed and just downright wrong.
Both major political parties in this country have a huge problem with allowing citizens to actually make their own decisions without government intervention.
Republicans (in general) because liberty is immoral and Democrats (in general) because they believe that government is the answer to everything. |

| Personally I would do a study to see if all the countries that do allow internet gaming/gambling have a problem with underage children that are having to be singed up to gamblers annoynamous. Lets face it, if not I'd be thinking there isn't that much of a problem. I think its more likely Amercan politians just don't like that its something they can't control other than by making it illegal. Legal and they can't do squat to control it overly with most of the sites outside of the US. |
