UTG is pretty tight but a little but of a station PF as the stats suggest. I haven't really seen her semi-bluff raise in a spot like this that I can remember. Dump it?

Pretty much an insta3bet preflop imo. Now you are in a really weird spot on the flop imo. Which could've been much easier had u 3bet pf. I guess i fold otf.

I think a 3-bet pre vs. someone like that is usually going to be pretty bad because it just makes him fold most worse hands. I think the call is good and would call flop as well since I don't really want to get it in on this flop. As played I guess I fold since all you beat is some big draws and possibly TT/air.
