I'm not entirely sure that he has KK here, and this being Omaha8 and a $2 SNG, he easily could have a low draw, 33, or 66 here I think. I also think the way the hand played out, he could also have KK. But, should I ever fold here? Or would a fold be only if I had a perfect read or was playing super-tight?

you are really just set mining and noone is deep enough for that.
Your hand has no other value. In fact, if it folded to me, I'd probably fold this hand this early in the tourney.
I don't even think I'd play this in a high only game, much less a high low game. |

QQ99 sucks. Fold preflop.
If it were a cash game, it's worth open raising OTB, but that's about it. |

I'd say there are plenty of high only hands worth playing for a raise in position, but just not this one. |
