The call OTT is questionable, but the River is definitley a fold, 100%.

2 pair with that flop, isn't bad. But once the turn hit, your hand shrunk up considerably. Fold the turn.

You may not be leading, and the board has alot of drawing potential for you opponent. The J could easily have made a bigger 2 pair, along w/ a straight.

These have to become easy folds, unless you have top 2 and something else to back it up, like a flush or low draw. You could already be drawing against a made hand, and even if you were to fill up, it still might not be good. If you are drawing on the turn still, you want to be drawing to a nut(preferably nut scoop) hand.

Exactly the turn improved my two pair to top two - Jacks and Tens. I would have folded the turn if I didn't improve and though I knew a straight was possible I looked him up because everyone checked the flop. Considering that I have top two on the turn should I be calling it down?

Top 2 mediocre pair in a 6way dropped to 4way pot.
Top 2 lower tier plus the 5 is alright and HU it's something I might push about. However, 4 way, with 2 straights on the board(97 and Q9) as well as a flush draw, higher straight draws and no low draw, it's not a strong hand IMO. It's marginal at best. At this stage of the tourney, why get overly attached to a hand that really has a lot to dodge if actually ahead at that point? You're really only looking to fill up here, a 6 out draw. He's not getting the proper odds to do it. Even w/implied addtional bets. Any low drops and you're likely playing for possible half pot(still may be behind). Any non paired high drops and it opens the door for other straight and/or higher 2pr possibilities.

Yeah, I guess I missed that, but his hand is still vulnerable. I suppose that it is one of those situations that puts one in a stuck position.

I think if you are going to call the flop, then you have to call the turn, and hope to fill up, or hope that the draws missed.

This hand seems so borderline, that there probably isn't any one correct way to play it.
