The answer to your question is yes and no. There are Freerolls running during various times of the day that have no qualifications at all. The difficulty with them is that everyone likes something for free, so if you want to sign up for one you need to be register at the exact time that registration begins because most of these tourneys fill up within 1 minute.
With some of the Freerolls the prize is cash. They can usually be found at 1:30 am and pm. With other Freerolls the prize is registration in another Freeroll. With the WSOP 100 seat giveaway, if you place in "in the money" in one of the daily Freerolls then you are registered in a Saturday Level 2 tourney. If you again place in the money in that tourney, then you are registered in the monthly tournament where the top 20 people are awarded a seat in the WSOP Main Event. You have to jump through quite a few hoops, but it is well worth it seeing as how you get a $12,000 for free.
