Now I raised it to 20 cents which seemed to be a big raise at this table. Everyone normally folded on bets like this. I put this guy on ace king or king queen or something but anyways doesn't make any sense to me

No, you can't declare him a donkey because:
A - he beat you
B - it's a .02/.05 table, they're all donkeys
C - he beat you
D - you lost with aces |

You starting to see a pattern?
$0.20 not going to get anyone to fold preflop at that level, he out flopped you - unlucky - next hand please. |
