cchappa is almost right...

The nut low is not always the lowest two missing ranks from the board. If there are four or more cards to a wheel (5-4-3-2-A) on the board, then the nut low is any two cards which can complete a wheel with 3 cards from the board.

Board = A-2-3-4-X, nut lows are 5-A, 5-2, 5-3, 5-4.

Board = 2-3-4-5-X, nut lows are 2-A, 3-A, 4-A, 5-A.

Board = A-2-3-4-5, nut lows are any two cards to a wheel.

But as long as there are no more than three cards to a wheel on the board, then just like cchappa said, the nut low is the two lowest missing ranks from the board.

Yeah, I had thought of that (about 4 or 5 wheel cards on the board) after I posted and signed off for the day. Thanks for the clarification.
