The odds on television are more accurate than the odds you can calculate on your own because they take into consideration the hole cards of other players (which they can see because of hole card cams).
Basically, if you have a spade flush draw on the flop, than filling your flush will usually win you the hand. There are 9 spades left in the deck, so you have 9 outs. Multiply 9 x 2 x 2 =36%. If you miss your spade on the turn you can still hit it on the river, but your odds are cut in half, so you only have about an 18% chance of winning the hand.
