When I catch a brick on fourth Street and my opponent pairs his door card, should I be willing to cap the betting? Who is in the best situation?

Your question is about fourth street, but you don't show it. I think you mean fifth. On fifth he's a favorite if he has a 6-low draw or better, since you have a 7-low draw.
But on sixth it changes. Your opponent has two open pair and you have a made Jennifer Lopez. He can't have a made hand yet: at best, if your opponent has (3-4) in the hole, he has 432A, which is the best possible drawing hand. But with only one card to come, you're a favorite:

| You are still the dog probably on 5th just because he looks like he has a nice 6-high draw. On 6th I'm capping here every time if he keeps raising me. |
