Is a bet here ever gonna get someone to fold?

No, it looks like by 5th street he either has made his low or has 4 low w/ a pair, and I just don't see him folding even a pair here.

If they call 6th with a made low, then they're more than likely calling 7th. While your Ace high may be good for high it's still a slim chance. Checking 7th is your best option here.

Only way he folds is if he has nothing but a high card and no low, which is unlikely given that he called you all the way down with your scary board (although at 0.5/1 you never know). Check and pray your 2s are good for a split.

If you had checked 6th, then MAYBE (since on 7th he didn't bet into you) but since he CALLED your 6th street bet, he's seeing a showdown no question. He is prolly thinking you have a low but nothing for high that beats his pair of sevens or something, or he even lucked out and hit his middle straight and wants to CR your @$$... to me that river bet is like headsup LHE when you bet all the way on the button with your ace-high, and at the end you have no pair, by betting after opponent has checked you are turning your "has showdown value" hand into a bluff, and you can't stand a check-raise "just in case" he is re-bluffing you with a worse hand... check back and just accept that 90% of the time you watch the (entire) pot get shipped to your opponent...

Even at $0.05/0.10, he's getting called on 7th -- he woulda got a fold on 6th if villain didn't have a solid chance at taking down the high (i.e. 2pr already, or at least a medium pair hoping to improve ... the chance of an unpaired missed draw is so slim as to be practically non-existent)
